小数点はありません。現状の操作方法の中で小数点を簡単に動かせる方法を見出せませんでした。web 版を作る際にもう一度トライしてみます。
There's no decimal point. We couldn't find an intuitive way to handle it within the current interaction model — we'll try again for the web version.

Apple の仕様として、バックグラウンドではいつアプリが停止するかわからない仕組みになっているため、バックグラウンド中はタイマーを停止しています。
Due to Apple's specifications, apps can be suspended in the background at any time, so we intentionally pause the timer when the app is backgrounded.
